I can't "re open" my maintenance center

Hi guys, hope you are ok!
I was looking our maintenance centers and I saw that 2 was closed.
I click on the button "ACtivate Center" and nothing happens. Maybe is missing any button? :?:

It should say this better, but the system thinks your fleet that owns it does not have enough cash to re-open the center.
