B738 and B739 with same PAX?

Boeing 737-800 189 78.500.000 v$
Boeing 737-900 189 79.500.000 v$

Only the B739ER has 215 PAX capacity. Is this the way it's supposed to be, B738 and B739 with same 189 PAX capacity?

Yes. The 737-900 is restricted to 189 passengers due to not having sufficent emergency exit capacity to evacuate the airplane in the required 90 seconds with more than 189 seats aboard. The 737-900ER has additional exits that allows the airplane to meet the exit requirements and carry its structural maximum of passengers.

The benefit of the 737-900 over the 737-800 is that you get more range.
