I have a switch panel, and to use it i need version 3.8.1, but the client wont use it, so i downloaded the 3.99 one, the newest one, and neither of them will work with it! I want both, but how am i meant to get both of i need 2 versions of FSUIPC?

You don't. If neither are working, then most likely you have a bad FSUIPC installation. Wipe it completely, restart your computer, and re-install whatever the latest version of FSUIPC is. I know of no addon that will not work with subsequent versions of FSUIPC, so if it's not working, the problem is with FSUIPC, not the addons.
