Lights penalty

Hi,
Yes, I know, this has been debated to death already but we never get nearer a solution. Would it be easier to just have a penalty for lights not on when wheels leave runway or when wheels touch runway i.e. they must at least be on for take-offs and landings. That would at least make all operating differences allowable and solve the high altitude airport problems as well. It also fixes the problems on payware aircraft that have landing lights mapped to nosewheel and switch off when gear retracts.
Please can we give some serious consideration to this.
