Pireps to Track Cancelled flights

Here lately we have had an influx of students into the our Airline. It seems even though we have put out the Flynet rules for the flights that some of them are either cancelling flights or letting the time run out on them. Once this happens the flight is placed back into the open state. One thing we all look for when operating a VA is reliability in our Pilots. I had ask Joe about a Pirep that would be filed for cancelled flights or flights that time had run out on. This way it would be attached to the pilot that had done it. This way when a pilot is in training or a Pilot in the open fleet constantly cancels flights or lets the time run out without flying the flight. The pilot could taken action against for doing such a thing. I think this would be helpful tracking Pirep especially for new students to see if they are reliable enough to fly a more expensive plane in the open fleet.

I was ask by Joe to put it to the rest of you to see what other opinions were about this.
