Leased aircraft return incentives...

I don't know how we could work this but...

A number of times VA's have complained that when aircraft are returned from lease that they are not returned either in a 100% status or at the same location they were leased from.

Whilst I agree, that on some occaisions, an honest oversight is the cause, would it be possible penalise the leasee in some way? Either put in the leasing feature a NOT TO VA such and such so that particular airline can be prevented from leasing from you, or perhaps a mechanism to fine the airline to pay the maintenance costs, and/or a reduction in the airlines reputation value?

Anyone else any thoughts?

a penality clause settable by the company leasing, lets say i lease an aircraft and the bond is 1,000,000 per % and you return it at 95% then you owe me 5 million removed from your account on return of the aircraft.

or it could be some fixed amount per % that would basically cover the repairs to return to 100%
