Base Allowances

Some VA's like jetDIRECT, have Base managers to run bases,

and i think a good feature would be to allow each base an allowance instead of the Overall money

E.G Airlines OVerval cash: 120 million
BHX base Manager (andrew) allowance 20 million etc

But i think to do that, when we hire base managers it should be on the system they are a manager at birmingham so we can allow the allowance.

Tell me what you think, and of course improvements
