New Simulation Rate Handling

I just added the function we discussed in the "Simulation Rate"-Thread, where every airline can set the max. simulation rate for each flight itself. It already works on the website and will be added to the client in the next release. The simulation rate is currently set to 1x for all existing routes, so take some time updating them if you want it different.
