We spend alot of time below 10000 at VHA - everyone leaves the lights on - (to quote Tom Bodette) never had any problems
FYI the habit comes from operation within the old TCA 'wedding" cakes - where for better recognition the landing light went on below 10000 inside the TCA and vice versa

They must be on if you are below 1000 feet above ground. Turn then off after climbing 1000 feet, turn them on before descending below 1000 feet. If you are at 8000 feet about to go over a 7500 foot mountain, turn them on. If you are at 12000 feet about to go over a 11500 foot mountain, climb to 13000.

OK Joe, how does this work...?
I've just added an airport with an elevation of 9649' to the database and we plan to start operating to and from there soon. Now if I keep my landing lights on until 1000' AGL I'm already at 10649', which means I'm outside the limits of one criteria and inside the other. Which of these limits will have precedence in this case?
To take an extreme example, the airport at La Paz in Bolivia (SLLP) is at an elevation of 13325', outside of the 10000' limit sat on the runway. Again, how does the penalty logic work here?
