I found a bug in the discounting logic which is now fixed. I have adjusted the rates for aircraft where work had not been started but for those where the work was already started or even finished I deleted the transactions, so 11 more aircraft just got there maintenance for free.

For other fleets there should be two, one for the center to pay for the actual repairs, one for the transaction between the aircraft owner and the center owner. It would not be too hard to create such a spreadsheet with all the costs, it probably should be on the page that describes the aircraft type, well that part at least is going onto the todo list.

Yes the rate is locked in. Once in the queue either the aircraft owner or the center owner can remove an aircraft from the queue, but if the rate is changed while the aircraft is in the queue they still get the original rate. I agree that later aircraft in the queue should not delay aircraft earlier...
