We actually have something like that in place. The way it works is for inactive airlines, if a pilot does not log in within 90 days they are bumped from the airline, when an airline has no pilots its dissolved. Actually it is in the database using code KFCA, which is the code used in FSX.
And before you say anything the rule we use is if an airport exists in FSX we always use that code.

Can I specify only one base port? You can specify one base per fleet, all aircraft of that fleet get a discount when at that airport for parking.
