You take a look at any airline timetable (real airlines not virual airlines). They are always printed in local time and thats what I used when I created the flights for PSV.

I agree with this idea. I would propose that pilots use the same reputation formula as airlines. That way rookie pilots start out with a lower reputation until they can prove themselves and pilots can recover from there minor transgressions.

Another situation that just occurred to me. Its would not uncommon for someone to sign in on there home computer and book a flight, then later when sign in on there work computer and do administrative stuff, both systems will have different IP addresses.
